Arthritis Foundation Calls on Congress to Prioritize Affordable Health Coverage Through the Extension of the Enhanced APTCs
Along with 35 other nonpartisan, nonprofit patient advocacy organizations, the Arthritis Foundation is urging Congress to secure an immediate solution to the expiration of the enhanced advance premium tax credits (APTCs).
WASHINGTON, D.C. (Nov. 18, 2025) — On Nov. 12, 2025, the longest government shutdown in U.S. history came to an end after Congress passed a funding package signed by President Donald Trump, allowing the federal government to reopen and resume operations until Jan. 30, 2026. However, the continuing resolution (CR) notably omits a critical health care affordability safety net for patients and families: an extension of the enhanced advance premium tax credit (APTCs). This financial help, which lowers monthly health insurance costs for millions of people, was originally enacted under the Affordable Care Act and later expanded by the Inflation Reduction Act.
Now across the country, Americans shopping for 2026 health coverage are discovering unaffordable premium increases. As a result, many are walking away from coverage altogether. The consequences of congressional inaction to help individuals and families afford health insurance are now dire. In response, the Arthritis Foundation, along with other nonpartisan, nonprofit patient organizations, has called on Congress for the immediate reauthorization of the enhanced APTCs as the only viable path forward, so that patients and consumers can enroll in affordable coverage now that meets their health care needs, effective Jan. 1.
